Abstract of audit, 1886-1935.

The Division of Aid and Relief and its predecessor were responsible for the welfare of adult poor without legal settlement, either confined to state medical facilities or provided with public relief by local authorities. They administered reimbursements to cities and towns for funds spent to assist the poor without legal settlement with temporary aid (PS c 84, s 181), medical costs (PS c 86, s 26; St 1885, c 211) and the cost of burial (PS c 84, s 17). (Before 1898 this function was carried out by the Dept. of Outdoor Poor of the State Board of Health, Lunacy, and Charity (1879-1886) and of the State Board of Lunacy and Charity (1886-1898)). Abstract of audit was created to compile a list of such reimbursements.
